The Los Angeles Police Department discovered recently that it failed to record any civilian calls for five months during 2006 on a toll-free hotline set up to report officer conduct . From April 27 to September 29 of last year, no calls were recorded and no one seemed to notice. Most likely because a record of police conduct wouldn’t be much help to civilians anyway.
